If the person piloting the illegal mech was a deciding factor in the outcome of the battle, then that pilots group leader has two choices: refight the battle WITHOUT that original pilot present, or automatically forfeit the battle and any points/mechs that were contained therein. Furthermore, in order to ensure that cheating DOES NOT occur, the RoE recommends that if a pilot is NOT reprimanded by his Group leader in a manner which meets the conditions described herein, then upon the second offense by the same pilot, THEIR GROUP shall receive a fine of no less and no more than 100,000 points. If the pilot is EVER proven to be using an illegal mech design for a third time within TKZ, then not only the pilot but their ENTIRE GROUP shall be recommended for IMMEDIATE expulsion from the TKZ by the RoE commission. Proof shall be constitued by the presenting of the illegal mech design, and at least TWO corroborative witnessess. In other words, if you accuse someone of cheating - you BETTER have proof, aka the mech itself, AND the pilots it was used against. If any group makes an accusation of cheating thru the use of illegal mech designs to the RoE and the Zone Council, and they DO NOT have proof, the RoE Commission will IMMEDIATELY through the dispute out, drop all charges against said pilot and impose fines on any/all parties continuing to discuss the matter in a public forum." end quote. This was the first OFFICAL ruling/action ever made my the RoE Commission, and I know that for a fact as I was not only there, but wrote it at the request of NC>Silencer and CBS>Carrion. Trajen had departed from the meeting by the time the ruling had been finalized. The current situation is clear to me based upon that first official ruling, and I therefore can only recommend that the current RoE Commission look into the matter. I would furthermore suggest that the co-chairs of the Commission, Trajen and Knockmore, subpoena the group calling the infraction - HJ to produce the illegal mech design and at least TWO witnesses to verify that the infraction DID occur. I would also recommend that they subpoena CBL>Abtakha and asked him to explain to them just what the hell happened here. All parties involved on both sides of this dispute know me well enough by now to know that I AM FAIR when it comes to disputes. But I must speak my mind here and say this: I, for one, had hoped that the RoE ruling would NEVER have to be used in the course of gameplay within the league. It appears that my hopes have now turned to nightmares. I suggest that ALL PARTIES involved with this dispute now take their case to the RoE Commission DIRECTLY. If you do not know when and where the RoE meets, then all I can say is READ THE NEWS PAGE. This is my final say on the subject matter, and I will ask that all parties now take me OUT of the loop regarding these disputes, other than official mail received through the proper channels, i.e.- either from the Group Leaders ONLY, the RoE Commission directly, or Paul himself, I will no longer respond to disputes of this nature, as I am no longer the Vice-Chair of Zone 3, but simply a Zone Councilman. Jackal reminded me that in all fairness, Jackal had actually already prohibited lynxcat from mailing the council on this matter since it was being handed to RoE. Just on that independent order to cease and desist, lynxcat committed 19 infractions for a total fine of 95,000 points in fines. Further against my own instructions he attacked the fairness of the council after being warned that he would be fined. If I strictly adhered to it that would be 7 counts of attacking the fairness of the council for a total fine of 35,000. For each threat I would assume a standard penalty of 20,000 per instance so if I were being strict this would be a fine of 80,000 for the 4 instances. So for strict adherence to the statements a liberal fine could add up to 210,000 points. Ohh and the letter to the ISC, again a fine for complaining about the fairness of the council brings the total to 215,000 points in potential fines. The deal concerning lynxcat is most probably going to be expanded to the entire council. Effectively, the council will no longer deal with lynxcat. After this message he will deleted from jurai aliases and the leader lists that I have. If lynxcat causes further problems house jurai will be fined the total amount. It is my personal feeling that fault lies with lynxcat and punishment should be focused on him and not his group. The ruling of the council needs to be finalized, but as you can see on the log from the news page, by the end most of the council members had stated their extreme irritation with lynxcat and complete disdain. I am very pleased that I will now be dealing with the other Jurai leaders. You see, he didn't just break one set of directives. He broke jackals directive to send it only to the RoE commission, since THE COUNCIL WASN'T EVEN INVOLVED!! Then he broke my independent direction to stop accusing the council of unfairness, which was pretty stupid and pointless, because as I said, THE COUNCIL WASN'T EVEN INVOLVED!! Then he also disobeyed a directive to stop threatening us. So by rights we could issue fines up the wazoo. Another thing that is probably confusing is the fact that in some of my letters I talked about potential fines, not actual fines. I think a bridge needs to be made between lotus and jurai and all this dispute crap needs to be ended. I'd recommend a refight on the spot. If you don't make the complaint the day of the fight during the fight, I might be likely to discount it personally. Abtakha may have been having a bad lag day and then the warriors might have played a pick up game after the fight and then looked at their configs and thought that the config was the one in the fight. That is one possibility. If they had played even ONE match between the abtakha fight and when they took the mech out, then that could explain how both sides could not be lying and still have conflicting stories. Things like that need to be considered. I wasn't there and I don't know what happened, hopely a peaceful resolution could be made, like refight with same conditions and mechs with immediate checking of mechs after. Remember it only saves the mechs form the LAST fight. I'm just throwing out possibilities here. If the results are much worse for the side accused of cheating then a fine could be assessed, and if the results were similar or more in favor of the side cheating, then the case would be dismissed. So what I'm saying is there are possibilities besides just they did this or they did that. Also newbies often mistake certain side effects of internet play as cheating. This is especially true before they are taught about lag. Also he was in the RFR and was kicked out. While he did some damage in retailation, as you know the RFR is still alive and well, so his last statement is not true. The 510+K in fines amassed by Lynxcat against House Jurai have been dropped by the zone council, but should lynxcat ever rejoin Jurai in TKZ after his three months suspension from the ladder, if he falls out of line, the fines will become immediately due and payable. I am very proud of how the other HJ leaders have handled the situation. remember not to judge HJ on lynxcat's actions. If you want to do that, go to the reg, where you can deal with lynxcat as leader of HJ on the registry. Also guys remember not to wideband.
